Forward Together: Fenway Health’s Strategic Roadmap 2025-2028

Our Process

HRSA requires organizations to update their Strategic Plan at least every three years. The appointment of a new CEO in 2024 created a timely opportunity to reassess and realign our priorities, setting a clear direction for Fenway Health’s future.

Our planning process was comprehensive and inclusive—featuring discovery interviews, leadership retreats, and multiple rounds of refinement. We actively engaged staff, patients, Board members, and key stakeholders throughout, gathering their insights, aspirations, and feedback to shape the plan, revise our mission statement, and establish a vision.

The result is the 2025–2028 Strategic Plan, unanimously approved by the Board of Directors. Built on a foundation of equity and meaningful community partnerships, the Strategic Plan centers on caring for our team, expanding access to care for those who have long been overlooked or underserved, and protecting our purpose.

Our Journey

From our earliest days, Fenway Health has stood as a beacon of hope, equity, and resilience. Born in a time of profound social upheaval, we have never wavered in our mission: to care for those too often left behind. Through the AIDS crisis, the fight for LGBTQIA+ rights, public health emergencies, and persistent systemic inequities, Fenway has not only endured—we have led.

Our reach extends far beyond Boston. Through research, education, advocacy, and compassionate care, we’ve shaped policy, saved lives, and inspired change across the nation and around the world. We are the hub of a global ecosystem committed to caring for the LGBTQIA+ community and ending the HIV epidemic.

And through every challenge, we’ve emerged stronger—because our foundation is built on community, courage, and an unshakable belief that health care is a human right.

This past year was no exception. Amid persistent financial challenges, market pressures, and organizational change, we continued a journey of transformation—focused on stabilizing Fenway Health and rebuilding trust with our people and our community. Thanks to the resilience and dedication of our team and support from the community partners and supporters, we’ve made real progress. 

  • We are on solid financial footing
  • Patient experience has significantly improved
  • We are welcoming new patients and growing, and
  • We’ve reached our first union contract—a milestone that strengthens our unity and positions us for sustainable growth

Our new Strategic Plan, Mission, Vision, and Values reflect what we’ve learned and what we hope to achieve. Our priorities are to support our team, protect our mission, and expand care for those too often left behind.

Our Strategic Priorities

Be a Provider of Choice​

We will be a national leader in delivering exceptional, culturally responsive, stigma-free care and preventative services that close health gaps for all. We will do this by:

  • Delivering a consistently inclusive care experience where every patient who walks through our door feels welcomed, respected, and a true sense of belonging.
  • Making it easier for everyone, especially those often left out, to access the care they need by removing barriers and bringing services where they live, work, and play.
  • Working with the community to lead research and share knowledge that supports health equity and helps people live healthier lives, locally, nationally, and globally.

Be an Employer of Choice

Ensure Organizational Sustainability

  • Shaping legislation that protects essential care for vulnerable populations, secures new funding, and invests in primary care as a cornerstone of health equity.
  • Investing in new service lines, strategies, relationships, and systems that position us to thrive in both stable and uncertain times
  • Inspiring lasting donor partnerships while expanding our reach to meet the moment
